EXECUTIVE PROFILE
Veronica Lewis, MPA, is a nationally recognized executive with more than 20 years of senior leadership experience across homelessness, housing, behavioral health, substance use disorder support, reentry, and cross-sector systems transformation.
Her work bridges public policy, governance, and operational strategy—bringing structure to complex systems and driving measurable outcomes across coordinated service networks.
As Director of the Homeless Outreach Program/Integrated Care System (HOPICS) for 14.5 years, she oversaw $130 million in annual funding and led major system expansion across housing, mental health, substance use treatment, reentry, and emergency services. Under her leadership, HOPICS housed more than 12,000 households and significantly expanded its reach, workforce, and integrated care model.
She is widely recognized for advancing equity-centered systems change and continues to contribute to local, state, and national policy through advisory boards and commissions focused on homelessness, behavioral health, and public systems reform.
